Upgrading from tribal settlements is always tricky, whether you are aiming for a republic or feudalism! I don't have much experience with republics at all, so I'll give general advice. My problem is that in the game I recently started, as a Norse pagan tribesman my retinue tab is greyed out and I have no access to it. I also still do have access to the 'raise tribal army' option during wartime. Does anyone know why this would be?
